This paper emerges out of a two year national review of extension and education across Australia. It develops extension theory by looking at a range of effective current extension/education projects to see 'what works and why'. Through the analysis, a number of different extension models were confirmed as being used. A significant finding was the importance of the interplay and interdependency between these different extension models. It introduces the 'Capacity Building Ladder' demonstrating this interplay and the concept of C2E2S2 - or Community Capacity Extension & Education Support System. The paper also looks at individual models to highlight best-practice within models to facilitate effective outcomes.
